Backlinks are the key for improved website rankings in search engines like Google. Search engine would love backlinks and if you have any of your site link on other sites it would greatly enhance your rankings. However I won't advice to go for paid links as most of the search engines ignore paid link exchanges. It is good to manually posts those links on other sites or else to reach an agreement with webmaster of that site for mutual exchange of link exchanges.

Paid links can work but you have to work with a webmaster that won't just label your link as a paid link.  The search engine won't have a way of knowing the difference if the link isn't labeled. I sell links on my blog and I have a sitewide disclosure that some of my links are paid links.  I haven't gotten in trouble with google thus far.  I think as long as somewhere on the site you tell people that some links are paid links both parties will be okay.

I use article marketing for a lot of my backlinks.  Between article directories, Squidoo, Hubpages, Gather and a bunch of other places for articles, it's easy to get a lot of high PR backlinks these days.  Finding dofollow blogs and forums are also excellent sources for backlinks within specific niches.

Back links are very important to get a higher PR for a website. There are many kinds in which we can set the back link. 2 way or 3 way back links are there. The later is found to be an effective way. I do not know much about Paid backlinks. And i hope most of them go for paid back links.

where are the best places to get backlinks? I have seen directory submission services before but that doesn't seem to be a great place to me? Any insight?

I don't use directory submission services unless it is through a va that I personally know and have interacted with.  This is because I want to make sure that my website will actually get submitted to the directory that I choose.  Right now I'm submitting my website to directories myself at the rate of about 3-4 per day (unless I get busy and forget).  I've seen moderate results from doing that.

There is no real ideal place for getting backlinks. You have to visit other popular sites which are identical to yours. Then you have to paste your weblink in your signature by joining as a member there. This would greatly improve the page ranking of your site if done to a big extent. ANd it would also increase the amount of traffic to your site.

You are just lucky that no one has ever reported your site of selling links.  This is based on my experienced because I have been recently been penalized by Google because someone has reported my site.
